The City of Rochester is seeking responses from qualified developers for the bulk purchase and rehabilitation of surplus, tax-foreclosed real estate. Vacant single family, two-family and three-family homes will be sold to experienced developers selected through this process who agree to invest in and be solely responsible for the rehabiltation of the properties. Eligible purchasers will be selected by the City based on the strength of their qualifications. Deadline for submission of qualifications is July 18, 2008.

Auctions for City-Owned Property |

At
this auction, City-owned properties are sold to the highest bidder
through an open competitive bidding process. Most properties
offered at this auction are residential in nature, typically
one- and two-family dwellings. There is no residency requirement,
so both investors and owner-occupants are welcome to bid. Successful
bidders are required to rehabilitate the structures. Vacant land
with development potential may be included on this auction. Buyers
of vacant land are required to construct a taxable improvement

Request for Proposal
Sales |

At
the Request for Proposal (RFP) sale, the City of Rochester offers
commercial or mixed-use buildings, residential structures that
have specific development requirements, and large parcels of
vacant land that are suitable for development. Interested buyers
are required to submit a Proposal Outline detailing their plans
for renovation or construction, estimated costs, financing plan
and timetable for completion.

Tax Foreclosure Auction |

The
City of Rochester conducts periodic property tax foreclosure
auction. These are court-ordered sales of tax-delinquent properties
that have not been redeemed prior to the sale date. These properties
are privately owned at the time of sale, and as a result the
City does not arrange for interior inspections by interested
bidders.

Environmental Tax Foreclosure Auction |

These
are special foreclosure sales at which tax-delinquent properties
with possible environmental issues are offered.
While the City has not performed any testing or detailed inspections,
City permit records and prior uses of these properties indicate
a possibility of environmental contamination. Check terms and
conditions of the sale for information about the bidding process.

City Development Opportunities |

Selected parcels of City-owned development sites are being offered for
sale by sealed bid. Vacant lots are offered on an ongoing basis.
Interested purchasers should submit a bid along with a proposal
to develop the vacant land. Adjoining owners may submit a bid
and proposal which does not call for development. Check Terms
